On 16 July 2015, a field meeting of Section for Security of Oil & Gas Sector Facilities under the Scitech Board (SB) of Rostechnadzor (the Federal Service for Ecological, Technological and Nuclear Supervision) was held at the office of Transneft Diascan, JSC (Lukhovitsy). The meeting was entitled ‘Methodological Approaches to Diagnostic Inspections of the Fuel & Energy Sector Facilities, Determining Strength and Durability of Hydrocarbon Production, Transportation and Processing Facilities.’ The event was attended by representatives of Transneft, JSC, the Russian President's Executive Office, the State Duma of the Russian Federation, Rostechnadzor, Transneft R&D, LLC, and other subsidiaries of Transneft system, delegates from entities and businesses that are members of Rostechnadzor’s SB (Rosneft Oil Company, CJSC, Gazprom, JSC, Tatneft, JSC, LUKOIL, JSC, and others).
At the meeting Yury Lisin, Director General of Transneft R&D, LLC delivered a speech on application of scientific findings and a methodology for calculating strength, durability, and service lives of trunk pipeline transportation facilities for oil production and refining. Other reports included a speech by Vitaly Surikov, Director of the Center for Inspection and Methodology of Reliability for Pipeline Transportation Facilities at Transneft R&D, LLC (on scientific research and systems for monitoring technical condition of oil pipelines operated in severe environment, developed by Transneft, JSC), and by Vladimir Aladinsky, head of Pipeline Reliability & Resource Department at Transneft R&D, LLC (on benchmarking of methodological approaches to diagnostic inspections of trunk pipelines for oil transportation, production and refining).
During the event, Dmitry Glinkin, Deputy Director General ‑ Chief Designer of Transneft Diascan, JSC described the company’s main areas of business.
The meeting participants visited a bunch of crucial facilities at Transneft Diascan, JSC including the liquid testing area, a shop for design and manufacture defectoscopes, a testing laboratory and a data processing center.
